Washington, D.C. – Speaker Nancy Pelosi and House Democrats held a bill enrollment ceremony for H.R. 4346, the CHIPS and Science Act. Below are the Speaker's remarks:
Speaker Pelosi. Good morning, everyone.
And a good morning it is. A morning that has cause for celebration, as we are here for this enrollment.
Today, our nation takes a monumental step toward equipping our nation to meet and beat the challenges of the 21st Century. With our CHIPS and Science Act, we send to President Biden bold new investments to lower costs for America's families, while protecting their financial future. We return America to world leader status in semiconductor production and power American science and research for generations to come.
We salute House Democratic chair – leadership, our Chairs who were so – so many chairs, but let me just recognize Eddie Bernice Johnson, Science, Space and Technology. Frank Pallone, Energy and Commerce. Richie Neal, Ways and Means. And Bobby Scott, Education and Labor. And the list goes on.

We ensure CHIPS funding comes with strong guardrails for preventing profiteering, will unleash innovation in every community in every corner of America. We're recruiting our nation's best minds to build an inclusive, diverse STEM workforce and we will power decades of discovery at the National Science Foundation, the Department of Energy and NIST. NIST. You know NIST.
As we send this bill to the President's desk, we do so with great pride, because we passed it on the Floor with 100 percent Democratic vote and –

And at the same time, a strong, bipartisan vote. And here we send to the President, as we do so Democrats will continue to lower costs, more jobs for America's future, we will always put People Over Politics.
