From Part 1, an email from Attorney General Gonzales' now-resigned chief of staff, Kyle Sampson, to Harriet Miers, who was White House Counsel (found on page 20):

"In recent memory, during Reagan and Clinton Administrations, Presidents Reagan and Clinton did not seek to remove and replace U.S. Attorneys they had appointed whose four-year terms had expired..."
