House Republicans 'Running Into Multiple Obstacles'

House Republican leaders are running into multiple obstacles in their efforts to speed a stopgap measure through the chamber.House leaders had teed up Rules Committee consideration of the $1.012 trillion stopgap (H J Res 124) for Wednesday afternoon, with the intention of a floor vote Thursday. But that timeline appeared to be in jeopardy after Rules announced it was postponing the hearing indefinitely, and news emerged that the Thursday floor vote might also be put off to allow for closed-door briefings.

…two influential conservative groups, Heritage Action and the Club for Growth, announced that they would rate the CR as "no" key vote over the measure's reauthorization of the Export-Import Bank.Some conservatives, such as former Republican Study Committee Chairman Jim Jordan, R-Ohio, said they planned to oppose the stopgap over the issue.
The Club for Growth said designing the CR to expire during the lame duck constituted "an invitation for legislative mischief." A group of House conservatives echoed that line Tuesday evening after emerging from a closed-door meeting with Sen. Ted Cruz, R-Texas. The group, which included Louie Gohmert, R-Texas, and Michele Bachmann, R-Minn., instead said it wanted a March 1 expiration in order to allow for more GOP influence should the party win the Senate in November.
