Washington, D.C. -- Today, Speaker Nancy Pelosi sent the following letter to U.S. Attorney General Michael Mukasey, informing him of the referral letter sent to U.S. Attorney of the District of Columbia Jeffrey Taylor on contempt citations of former White House Counsel Harriet Miers and White House Chief of Staff Joshua Bolten. Taylor is required by law to bring the matter before a grand jury. However, Mukasey has indicated that the Justice Department intends to prevent Taylor from complying with the law.

"There is no authority by which persons may wholly ignore a subpoena and fail to appear as directed because a President unilaterally instructs them to do so. Even if a subpoenaed witness intends to assert a privilege in response to questions, the witness is not at liberty to disregard the subpoena and fail to appear at the required time and place.

Impact on the National Guard & Reserves

Our brave troops have been fighting the war in Iraq for nearly five years and the toll on our national security and homeland defense capability can be felt across the country. From the beginning of the war, the Bush Administration has leaned heavily on the National Guard and Reserves -- deploying our nation's "strategic reserve" alongside our active-duty Armed Forces with great frequency -- stretching and straining our readiness here at home.

The war in Iraq has lasted for nearly five years -- making it the third longest war in American history, after the Revolutionary War and the Vietnam War. Our generals and military leaders are warning that our military is stretched and strained and our country is facing a military readiness crisis the U.S. has not experienced since the end of the Vietnam War more than 30 years ago.

The Impact on Our Nation's Military Readiness

"...the cumulative effects of the last six- plus years at war have left our Army out of balance, consumed by the current fight and unable to do the things we know we need to do to properly sustain our all-volunteer force and restore our flexibility for an uncertain future."

-- Army Chief of Staff Gen. George Casey [2/26/08]

The House has passed the Renewable Energy and Energy Conservation Tax Act of 2008 by a vote of 236-182. The bill will end unnecessary subsidies to Big Oil companies and invest in clean, renewable energy and energy efficiency. It will extend and expand tax incentives for renewable electricity, energy and fuel, as well as for plug-in hybrid cars, and energy efficient homes, buildings, and appliances.

Watch video highlights from the debate:

Speaker Pelosi:"This bill repeals those subsidies and invests in the clean renewable energy that will put us on a path toward energy security and energy independence in a fiscally responsible way -- by repealing subsidies only to Big Oil companies already making record profits."

With oil prices reaching another new record high of $102 a barrel today and American families paying $3.13 a gallon at the pump, Congress is taking further action to put us on a path toward energy independence--to lower energy costs, grow our economy and create new jobs, strengthen national security, and reduce global warming.

Today, the House of Representatives will consider the Renewable Energy and Energy Conservation Tax Act of 2008 (H.R. 5351), which will end unnecessary subsidies to Big Oil companies and invest in clean, renewable energy and energy efficiency. It will extend and expand tax incentives for renewable electricity, energy and fuel, as well as for plug-in hybrid cars, and energy efficient homes, buildings, and appliances. These provisions are critical to creating hundreds of thousands of jobs.
