In light of the new National Intelligence Estimate, the President should re-evaluate his Iran policy, particularly his focus on the threat of military force at the expense of sustained diplomatic engagement.

Congress has passed more than half a trillion dollars this year for defense, provided our troops with additional equipment, such as mine resistant vehicles, that the Administration failed to request, and offered a strategy that brings our troops home responsibly, safely and soon.

Democrats in Congress have repeatedly signaled our willingness to work with the President to make progress for the American people and have been rebuffed at every turn. There is no need for the Administration to fabricate a political standoff when Congressional leaders are willing to find common ground.

"Congress is now within reach of a breakthrough energy bill that would reduce both America's dependence on foreign oil and its emissions of the greenhouse gases that cause climate change. House passage later this week is virtually certain. Senate approval depends on whether the majority leader, Harry Reid, and the minority leader, Mitch McConnell, can corral a half-dozen votes among moderate Republicans to resist a threatened filibuster."

While we should harbor no illusions about the intentions of some Iranian leaders, the new Iran NIE suggests there is time for a new policy toward Iran that deters it from restarting its nuclear program while also improving relations overall.

The NIE also illustrates the effectiveness of international monitoring and targeted sanctions to prevent the proliferation of weapons of mass destruction. These tools, and efforts such as the Nunn--Lugar program to secure loose nuclear materials that Congress expanded this year through the passage of the 9/11 Commission recommendations legislation, can be employed successfully to deter the production or acquisition of the components needed for nuclear weapons.

Chairman Silvestre Reyes, D-TX, of the House Permanent Select Committee on Intelligence released the following statement on the unclassified key judgments of the National Intelligence Estimate (NIE) on Iran's nuclear program, released by the Office of the Director of National Intelligence today:

Today's National Intelligence Estimate on Iran reflects a remarkable shift in our Intelligence Community's assessment of Iran's nuclear capabilities and intentions.

Just two years ago, the Intelligence Community believed that Iran was determined to develop nuclear weapons. Today's document indicates that Iran's nuclear weapons program has been halted since 2003 -- although it continues to enrich uranium and may be keeping open the option of developing a nuclear weapon in the future.

Democrats want to work with the President, yet he continues to engage in the same tired rhetoric that does not serve the best interests of the American people.

Democrats are hard at work on a sweeping new energy policy, tax relief for middle-class Americans, and bringing our troops home from Iraq. As always, we will accomplish our goals in a bipartisan and fiscally responsible way.

The House already passed AMT legislation this year, to provide tax relief to 23 million middle-class Americans. Despite veto threats from the President and obstruction from Senate Republicans on this critical measure, we are confident that we will send legislation to the White House soon.
