GAO Report Shows Power Grab in Presidential Signing Statements

(Washington, DC)- Today, the nonpartisan General Accounting Office (GAO) released a report which found that in a limited number of Presidential signing statements examined, the Bush Administration failed to execute the law as instructed in over 30 percent of the cases. House Judiciary Committee Chairman John Conyers, Jr. (D-MI) and Senate Appropriations Chairman Robert C. Byrd (D-W.Va.) requested the report.

The Oversight Committee has been investigating whether White House officials violated the Presidential Records Act by using e-mail accounts maintained by the Republican National Committee and the Bush Cheney '04 campaign for official White House communications. This interim staff report provides a summary of the evidence the Committee has received to date, along with recommendations for next steps in the investigation.

Today, the House is debating HR 2642, Military Construction and Veterans Affairs Appropriations for FY 2008. This bill will provide veterans with the health care and benefits we promised them, resulting in the hiring of more qualified doctors and nurses to improve medical services to our veterans and to reduce waiting times for doctor appointments, and provide more to help veterans suffering from traumatic brain injury (TBI), Post Traumatic Stress Disorder (PTSD), and mental health care issues.

Action on veterans' health care funding could not come at a more important time - a military report released yesterday, shows there are significant problems in the military health care system and a significant rise in veterans suffering from mental disorders.

Pelosi Says Congress Will Pass a China Currency Bill (Update1)

The U.S. Congress will pass a measure to prod China to raise the value of its currency after the U.S. Treasury's refusal to label the export powerhouse a currency manipulator, House Speaker Nancy Pelosi predicted.

Pelosi, a California Democrat, said today that she has been warning about the U.S. trade deficit with China for the last 17 years and now the impact on U.S. manufacturers from the weak yuan is attracting the attention of her colleagues.

``Congress will step in,'' Pelosi said in an interview on Bloomberg Television's ``Political Capital with Al Hunt.''

Chairman Brad Miller and Ranking Member F. James Sensenbrenner of the Science Subcommittee on Investigations and Oversight urged the Department of Justice today to investigate and possibly prosecute Michael Wholley, the general counsel of NASA, for obstruction of justice and destruction of government records. Subcommittee Chairman Miller and Ranking Member Sensenbrenner have referred the matter to DOJ for investigation and possible prosecutions.

The Foreign Affairs Subcommittee on International Organizations, Human Rights, and Oversight is currently holding a hearing, "Is There a Human Rights Double Standard? U.S. Policy Toward Saudi Arabia, Iran, and Uzbekistan." Conyers: New FBI Report Confirms "Worst Fears"

(Washington, DC)- Today, FBI officials briefed House Judiciary Committee staff on a new draft audit report detailing the bureau's use of National Security Letters (NSLs). The briefing served to update and correct prior statements to Congress, since the release of an earlier Inspector General report. The FBI confirmed that they found more abuses in the use of NSLs than the IG's report had originally found. FBI officials say they are launching a new compliance program as a result.
