This evening, the House passed the FY 2010 Budget Resolution (H.Con.Res. 85) by a vote of 233-196. The 2010 Budget Resolution incorporates the four key priorities of the President's budget. It makes strategic investments in education, health care reform, and energy independence that are necessary to restore our crumbling economy and put the country in a position to remain globally competitive.

By a vote of 247-171, the House passed the Pay for Performance Act this afternoon. This legislation amends the executive compensation provisions of the Emergency Economic Stabilization Act of 2008 to prohibit unreasonable and excessive compensation and compensation not based on performance standards at companies that receive capital infusions from the Treasury.

Tomorrow, the Making Work Pay tax credit passed under the American Recovery and Reinvestment Act goes into effect and families across the country will be seeing more money in their paychecks. The Making Work Pay Tax Credit provides immediate and sustained relief to about 95 percent of American workers and their families. Most working individuals will receive $400 a year and working families will receive $800 a year through reduced payroll deductions and taxpayers do not have to take any action to receive this tax credit.

This afternoon, the House passed the Edward M. Kennedy Serve America Act (HR 1388) - legislation that launches a new era of service that will give Americans of all ages opportunities to invest through service in our nation's recovery. This bill now goes to President Obama for his signature.

I share President Obama's goal of a viable and competitive domestic automotive industry, which is an essential part of America's manufacturing base and our national security, and a critical source of green jobs for the future. We need a forward-looking and healthy automobile industry that prizes innovation and competitiveness.

The future success of the domestic auto industry depends on the willingness of all parties to make sacrifices, but sacrifice must be shared and equitable.
