I support President Obama's comprehensive strategy for Afghanistan and Pakistan. The President's plan is the result of a detailed study and is wisely centered on dismantling al Qaeda and denying safe havens in both Afghanistan and Pakistan to those who would attack the United States. This strategy recognizes a point that I have emphasized for years, and one that I shared with the President following my visit last month to Afghanistan, which is that we must have a regional approach to countering terrorism.

On House Republican Budget Proposal

President Obama and Congress have presented America with a budget that is a detailed blueprint for economic recovery that will cut the deficit we inherited, cut taxes for middle-income Americans, and create jobs by building a new, clean energy economy, investing in education to prepare workers for the jobs of today and tomorrow, and making health care more affordable and accessible for all Americans.

In contrast, House Republican leaders today offered a document with little detail that would lead us back to the failed Bush economic policies that the American people have soundly rejected. House Republicans even propose to repeal the critical investments of the recently enacted American Recovery and Reinvestment Act, which will create 3.5 million jobs and is already helping to put people back to work.

On the Passing of John Hope Franklin

Today we mourn the passing of one of our nation's most distinguished scholars, historian John Hope Franklin.

His academic and civic contributions helped integrate the African-American narrative into American history -- reflecting one of our nation's most cherished goals of creating a stronger and more united America.

The author of the landmark study of African Americans, From Slavery to Freedom, Professor Franklin chaired the history departments at Brooklyn College and the University of Chicago, before becoming James B. Duke Professor of History at Duke University. The John Hope Franklin Center for Interdisciplinary and International Studies and the Franklin Humanities Institute at Duke remain as permanent monuments to his contributions in academia and public policy.

Strengthening TARP Oversight

Strengthening oversight of TARP is critical to ensuring that taxpayers' funds are protected and invested prudently. Today, the House passed a bill to expand the Special Inspector General's (SIG) authority to oversee the financial rescue program enacted last fall by the Bush Administration by:

allowing the SIG to audit or investigate any action taken under the financial rescue law

giving the SIG authority to hire more auditors and investigators quickly

requiring Treasury to explain why any recommendations by the SIG are not followed

mandating the SIG to report to Congress by September 2009 on how recipients of TARP funds are spending American taxpayer dollars

Budget Reconciliation: Setting The Record Straight

What Is Budget Reconciliation?

Budget reconciliation was first introduced in the Congressional Budget Act of 1974.

Budget reconciliation is an optional procedure that can be included in the annual Congressional budget resolution process.

Inclusion in the budget does not mean reconciliation will definitely be used; it merely leaves the option on the table.

The main purpose of budget reconciliation is to provide Congress the ability to change current law in order to align revenue and spending levels with the policies of the budget resolution.
