"The signature achievement of the $819 billion stimulus and recovery bill, passed on Wednesday by the House, is that it directs most of its resources where they would do the most good to stimulate the economy. The bill is large because this deep recession is getting deeper, and the recovery, when it comes, is expected to be slow. President Obama and the lawmakers who wrote the bill are to be commended for not letting size distort the substance. Contrary to the claims of Republican opponents that the bill indiscriminately rains money down, the amounts and categories of spending have, for the most part, been calculated carefully and chosen well."

Speaker Nancy Pelosi announced today that the House Democratic Caucus has approved appointments to the Homeland Security Committee and Oversight & Government Reform Committee. Homeland Security Committee Chairman Bennie Thompson and Oversight & Government Reform Chairman Edolphus Towns were previously appointed to their positions by the Democratic Caucus.

Today's vote is a victory for the American people. As the President urged us to do in his Inaugural Address just eight days ago, the House is taking action, 'bold and swift,' by passing a bill to create and save 3 to 4 million jobs.
This is a bill about the future and about how we create jobs for today's workers and for the next generation. It provides tax cuts for 95 percent of Americans, invests in science and innovation, in energy, in health care, in education -- all with strict accountability and fiscal responsibility.
I look forward to swift Senate passage and for President Obama to sign the American Recovery and Reinvestment Act into law before the Presidents' Day recess.

During debate of the American Recovery and Reinvestment Act, the House adopted several amendments by voice vote.

During consideration of the American Recovery and Reinvestment Act, the House debated a substitute offered by House Republicans which would cut tax relief for working Americans and eliminate targeted investments in infrastructure, LIHEAP, food stamps, health IT, and clean, efficient American energy provided by the American Recovery and Reinvestment Act. The Republican substitute failed by a vote of 170-266.
