Hearing on Readiness in the Post-Katrina and Post-9/11 World

The Transportation Subcommittee on Economic Development, Public Buildings, and Emergency Management is currently holding a hearing, "Readiness in the Post-Katrina and Post-9/11 World." The subcommittee will receive testimony on the contents of the new National Response Framework released September 10, 2007, by the Department of Homeland Security ("DHS") and the process for its development. Witnesses will also testify about what this framework indicates, six years after 9/11 and two years after hurricane Katrina, about our Nation's preparedness for and ability to effectively respond to all hazards, including natural disasters and terrorist threats.

The President promised the American people that this surge would be a short-term effort to provide space for political reform and national reconciliation in Iraq. Today, despite overwhelming evidence that neither goal has been achieved, General Petraeus testified that the surge would last at least until next summer. This is simply unacceptable."

On Petreaus Testimony: Continuing Failed Surge in Iraq Until at Least Next Summer Is Unacceptable

Last November, the American people voted for a New Direction in Iraq, but the President chose instead to escalate the war by reverting to a 'surge' strategy that had failed four times before. The President promised the American people that this surge would be a short-term effort to provide space for political reform and national reconciliation in Iraq. Today, despite overwhelming evidence that neither goal has been achieved, General Petraeus testified that the surge would last at least until next summer. This is simply unacceptable.

Iraqis do not believe their security has been improved by the surge or by the American military presence in Iraq. The American people want to know why our troops must continue to sacrifice when a majority of the Iraqis want our forces out of their country.

"As a bottom line up front, the military objectives of the surge are, in large measure, being met." [Testimony, 9/10/07]

OBJECTIVE ASSESSMENT:

The President's justification for the surge was that "reducing the violence in Baghdad will help make reconciliation possible." [White House, 1/10/07] But by all accounts, including that of General Petraeus, the Iraqi government's political progress is stalled.

At 12:30, General Petraeus and Ambassador Crocker will testify to a joint House hearing about the coming White House report on Iraq. Reps. Jan Schakowsky and Lloyd Doggett discussed the White House's reporting this morning on the House floor:
Rep. Schakowsky:

"On August 6, I was in Iraq and what I learned from that visit that day was that, in fact, that the President's surge has failed and that there is no end in sight for the war in Iraq... But what's really important today is that people examine the so-called evidence that progress has been made. That's why I brought a few charts here. The first one says, is there really less violence in Iraq? Let's look at what is counted, but even more importantly what isn't counted.
