On July 13th, Chairmen Bart Gordon and John Dingell, along with Subcommittee Chairmen Brad Miller, Nick Lampson, and Bart Stupak wrote to NOAA Administrator Admiral Lautenbacher requesting documents and records relating to the bizarre controversy surrounding Tropical Prediction Center Director X. William Proenza. Chairman Bart Stupak of the Committee on Energy and Commerce Subcommittee on Oversight and Investigations commented at the time: "The initial refusal by NOAA General Counsel to allow our staff to interview Mr. Proenza's immediate supervisors raises suspicions that someone in the Administration does not want us to find out the true reasons for this management debacle. Congress recesses amid Democratic achievements

After months of being flogged for accomplishing little, Democrats who control Congress headed into a summer recess having passed several high-profile bills from raising the minimum wage to bolstering U.S. security and expanding children's health care.Their top priority -- ending the Iraq war -- remains frustratingly unfulfilled. But the Democrats who took over in January were able to go home early on Sunday for a monthlong break having won more support in the U.S. Senate and House of Representatives for bringing combat troops home by early next year, marking a significant turnaround from last year.

Speaker Pelosi said that S. 1927, the bill passed tonight by the House to temporally amend FISA for six-months, after H.R. 3356, the Improving Foreign Intelligence Surveillance to Defend Our Nation and Our Constitution Act bill failed last night, contains many provisions that are unacceptable and she does not believe that the American people will want to wait that long before corrective action is taken. In a letter to Judiciary Committee Chairman John Conyers, Jr. and Permanent Select Committee on Intelligence Chairman Silvestre Reyes, Speaker Pelosi requested that the Committees report to the House "as soon as possible after Congress reconvenes," legislation to amend the Foreign Intelligence Surveillance Act (FISA).

By a vote of 221-189, the House passed H.R. 2776, the Renewable Energy and Energy Conservation Tax Act of 2007. The Renewable Energy and Energy Conservation Tax Act of 2007 would accelerate the use of clean domestic renewable energy sources and alternative fuels. The bill provides longterm tax incentives encouraging the production of electricity from renewable energy - including energy derived from wind, solar, biomass, geothermal, river currents, ocean tides, landfill gas, and trash combustion resources. The bill also provides tax incentives for the production of renewable fuels such as cellulosic alcohol, biodiesel and renewable diesel.

By a vote of 220-190, the House has approved an amendment to HR 3221, the New Direction for Energy Independence, National Security, and Consumer Protection Act, by Reps. Udall (NM), Pallone, Van Hollen, Waxman, Udall (CO), Rodriguez, DeGette, and Platts requiring electric suppliers to produce 15 percent of their electricity using renewable energy resources, such as wind and solar, by the year 2020.
