Washington, D.C. -- Speaker Nancy Pelosi issued the following statement today in response to President Bush's remarks on the war in Iraq, in which he said he would accept benchmarks:

"The President has long said he supports benchmarks; what he fails to accept is accountability for failing to meet those benchmarks. Benchmarks without consequences and enforcement are meaningless, a blank check. The American people, retired military commanders, and a growing bipartisan majority in both the House and the Senate reject giving President Bush a blank check to pursue the war in Iraq.

The Appropriations Defense Subcommittee will be holding a hearing at 10:00, "Contracting Out." Robert Greenwald, who has done a great deal of work on contractors and fraud in Iraq, will be testifying. Rep. Jim Moran, who is presiding over the hearing, gives opening remarks:

Rep. Moran:

"Some abuse results from unscrupulous practices that have resulted in criminal charges or sanctions. And of course in the beginning of our entry into Iraq, it was a cash economy, and a cash economy is very difficult to operate in a way that is beyond reproach and can be held accountable subsequently."

Robert Greenwald:

"In my research, we were also pained to discover the role of private, for-profit contractors in the tragedy that we all know as Abu Ghraib..."

The revised Iraq Accountability Act (HR 2206) supports our troops and holds President Bush and the Iraqi government accountable. This bill requires the President to confront the realities of the Iraq war and take account of the facts on the ground. It fully funds the troops over the next two-three months -- ensuring that they have everything they need to conduct their mission. It appropriates $42.8 billion immediately and requires the President to report to Congress in July, guaranteeing two votes by Congress, to determine if a second installment of requested funding is released.
